1. Open on your browser http://www.google.com/webmasters/tools
2. If you have google account sign in for google webmaster tool.
3. Click the button add a site
4. Before verified copy meta tag.
5. Log in to your dashboard blog and click Layout > Edit HTML6. Checklist Expand Widget Templates.
7. Paste meta tag in the head section and before the first body section.
8. Unchecklist Expand Widget Templates and save template.
9. Go back to webmaster tool and verified.
10.Click Site configuration > Sitemaps.
11. Submit a sitemap for example http://yoururl.blogspot.com/atom.xml
Wait for a few hour and after some hour you will find status ok. With make sitemap, your blog will faster indexing by search engine and get more traffic.
I enjoyed your post, but it is not neccessary for you to paste the meta tag twice. Only in the very beginning of the "head" section. ALL in all though, I thought your information was spot on.
